mith reference to your letter of the 2nd of June last

No. 23838/1916, regarding the status of the Staff taken over

with the Post Office Agencies in China in the beginning of

1911, I am directed by the Postmaster General to acquaint

you, for the information of the Secretary of State for the

Colonies, that the Lords Commissioners of the Treasury have accepted the suggested modification in their proposals. It is accordingly regarded as settled that the staff of the Agencies who were employed before the 1st of January 1911, are to be regarded as still being employed by Hong Kong; and the necessary provision will be made in the Post Office Estimates for 1917 18 for eventual payments to Hong Kong on account of pensions and gratuities and for the reimbursement of the salaries.

It might be convenient on practical grounds that the staff appointed since 1911 should also be regarded as Hong Kong Civil Servants, but, before making any definite proposal on the point, the Postmaster General is consulting the Postmaster General of Hong Kong.
